On 10 April 1898 the first Navy Bill was passed by the Reichstag. It authorised the maintenance of a fleet of 19 battleships, 8 armoured cruisers, 12 large cruisers and 30 light cruisers to be constructed by 1 April 1904. Existing ships were counted in the total, but the bill provided for ships to be replaced every 25 years on an indefinite basis. Five million marks annually was allocated to run the navy, with a total budget of 408 million marks for shipbuilding. This would bring the German fleet to a strength where it could contemplate challenging France or Russia, but would remain clearly inferior to the world's largest fleet, the Royal Navy.

These were based on the assumption Britain and France were actively allied against the European Axis powers of Germany and Italy. The Royal Navy would be responsible for the North Sea and most of the Atlantic, although the French would contribute some forces. In the Mediterranean, defence would be shared between both Navies, but as it happened, Benito Mussolini's claimed ownership of the Mediterranean - his 'Mare Nostrum' - did not have to be disputed for another nine months.

Nonetheless, as Newton explained to the committee, “the size of the Canadian Navy is established by governments,” not by officers. When prime minister Jean Chrétien’s Liberal government took office, Canada had 21,400 sailors (including reservists). When the Liberals departed 13 years later, there were only 16,000 left. The military cuts during that period “badly undermined the foundation” of the Navy, as one retired admiral explained. In 2001, when Operation Apollo was launched in the Persian Gulf, the Navy was forced to scrape together crews from its schools and reserves.

Passengers and crew went into the life boats and were picked-up by Canton (P&O) and HMS Grashopper (British Navy). The vessel drifted aground west of the city of Galle where it burned completely out.
